Easier Refunds for Exporters & Inverted Duty Structure
The council has approved a risk-based system to sanction 90% of refund claims on a provisional basis for both zero-rated supplies (exports) and inverted duty structures. This will speed up cash flow for businesses. This comes into effect on November 1, 2025.
Simplified Registration for Small Businesses
A new optional and simplified registration scheme will be introduced. It offers automated registration within three working days for low-risk applicants and those with an estimated output tax liability under ₹2.5 lakh per month.
Changes for E-Commerce Suppliers
A simplified registration mechanism is being developed for small suppliers who sell through e-commerce operators across different states. This aims to remove the need to have a principal place of business in each state.
New Rules for Post-Sale Discounts
The rules for claiming GST benefits on post-sale discounts have been simplified. The requirement to have the discount specified in a pre-supply agreement is being removed. Clarifications will be issued to reduce legal disputes regarding ITC reversal and other treatments.
Valuation Changes for Pan Masala, Tobacco, etc.
For items like Pan Masala, Gutkha, and Tobacco, GST will now be calculated based on the retail sale price (RSP) instead of the ex-factory value to curb tax evasion.
